Louisiana district can't buy land from husband of school principal

The St. Tammany Parish (La.) School District wants to expand Madisonville Elementary School, but it cannot buy land from the principal's husband for that purpose. Louisiana's Board of Ethics issued its judgment after district officials sought an opinion on purchasing 1.29 acres of land from Curtis Spencer, husband of Madisonville's principal, Lauren Spencer. Superintendent Trey Folse says the district has several options available if the Spencer property remains off limits.
