Teacher turnover is undermining efforts to improve education

Using Milwaukee as an example, a national commission says that the growing number of teachers quitting their jobs early in their careers is harming education, especially for low-income and minority students. The National Commission on Teaching and America's Future says that in Milwaukee, low-performing schools have double the teacher turnover of high-performing schools." Teacher turnover rates in the district went up as the percentage of students in poverty went up.
