Only 17 students are enrolled in Plymouth elementary school

Residents ofPlymouth, Vt., have taken the first step toward closing their elementary school. By a vote of 63-50, residents approved a petition that authorizes the school board to provide education for the town's elementary students through tuition rather than the town's elementary school.
