Virginia governor proposes $1.65 billion in campus construction

Money would cover about 75 projects at the states' colleges and universities

Virginia Gov. Timothy M. Kaine will ask legislators and voters to borrow a record $1.65 billion to pay for construction projects at the state's colleges and universities. The bond package would pay for about 75 projects over the next five to 10 years. The bonds must first be approved by the General Assembly and then by voters in a referendum in November.
