Volusia County, Fla., bans school construction in 300-square-mile area

Despite objections from the state of Florida, Volusia County has adopted a plan that bans school construction in 300 square miles of mostly forests and swamps in the center of the county. County officials say the move is designed to prevent development in that area, where there are few roads and the population is sparse.
