A committee in Waukegan (Ill.) Community Unit District 60 says that restructuring the Upper Grade Center and Ninth Grade Center into groups of 400 students each would improve attendance and test scores that have been stagnant for the last five years. The school board will evaluate the feasibility of the proposal. They'll also have to decide whether to have an east and west campus for freshmen through seniors, or whether to house freshmen and sophomores in one building and juniors and seniors in another.
