Texas district decides not to hire independent engineer

An independent engineer will not assess bond-financed construction in the Ysleta (Texas) Independent School District, even though the departure of a top-level official this summer led to questions about whether projects were performed adequately. The school board voted 4-3 against hiring an outside engineering firm to take a look at bond-financed work after Superintendent Hector Montenegro said he believed it wasn't necessary.
