L.A. teachers union want grass roots control of schools

Union proposes reforms that would give teachers more say

The teachers union in Los Angeles has put forth a reform proposal that calls for local, grass roots control over schools and gives instructors more breathing room to formulate curricula. The immediate focus of the the Los Angeles Unified School District's reform efforts is turning around its 34 most troubled middle and high schools.
