From The Cleveland Plain Dealer: The Cleveland school district continues to plan for new elementary schools in blighted neighborhoods where enrollment has plunged, threatening to chew up state construction money that could be used in more stable parts of town, an analysis shows. Enrollment is dropping faster than projected in some neighborhoods, primarily on the East Side. If construction continues, taxpayers could wind up paying for more school space than is needed, according to a report released by the Bond Accountability Commission.
