Consultant says school's police department is "nearly crippled" by internal turmoil

TheUniversity of Nevada, Reno police department "is nearly crippled due to internal dysfunction" and officers have "a bad case of bunker mentality," a consulting firm says in a report. The consulting firm was hired by the university administration after a letter of no-confidence from 10 of the department's 16 officers and all four sergeants sought to have the police chief removed.
