Land restrictions may block school construction

Construction of a badly needed school in southeast Shelby County, Tenn., by 2009 hinges on whether a few neighbors agree to let the district build the 1,200-student facility near their homes. The Shelby County district signed a contingency contract in January for the $1 million property. But school officials subsequently discovered a clause in the area's homeowner agreements that permits only residential construction, so the district needs about 100 of 135 families living nearby to agree to remove the restriction.
