Number of students held back rises significantly in New York City

More than 11,000 must repeat a grade this year, compared with 2,400 last year

From The New York Daily News: New York City school officials say they held back more than 11,000 elementary and middle schoolers this year. That is up from about 2,400 third- through eighth-graders last year.
