Rural schools in Missouri cut back gifted programs

State funding change has made it more difficult to sustain programs

Two years after the state of Missouri changed how it distributes funds for public schools, many rural districts have had to scale back or eliminate their programs aimed at gifted students. Larger districts have dealt better with the changes, which no longer earmark dollars for teaching the brightest students. Smaller districts haven't had the same flexibility.
