Task force looks at removing Philadelphia district from state control

Report spells out what is needed for the city to regain control of the school system.

An education task force in Philadelphia says that the state-run school district should return to city control by 2010 under certain conditions. Student achievement, as measured by test scores, must improve as well as graduation rates. "Satisfactory fiscal management" also must be achieved, with a commitment from the city and state "to provide adequate resources."
