Open enrollment gives parents options for their children

From The Minneapolis Star-Tribune: Competition to enroll students -- and the state funding that follows them -- is intensifying in Minnesota because of lagging per-pupil school aid and declining births statewide. Open enrollment in the state enables parents to look beyond their neighborhood to find the best school for their children, putting pressure on school districts to find low-cost, creative ways to attract or keep families.
