Margaret Fortune, who spearheaded the drive to remake Sacramento High School into a charter school, is planning to open 10 charter schools in Sacramento County, Calif., aimed at improving the academic achievement of African American students. Fortune plans to petition the Sacramento County Office of Education in January to create the charter school system. If approved, the first school would open in August as a kindergarten through third grade school and expand incrementally each year.
