Despite the heavy damage to campus buildings and infrastructure caused last month by Tropical Storm Allison, University of Houston officials say they expect the school to start its fall semester Aug. 22 without major glitches. School officials now estimate the flood at $150 million to $250 million. The previous estimate was $100 million. But two elementary schools under construction in the Clear Creek, Texas, district won't be ready to open because of damage from the storm.
