Critics say Bush's education plan should do more to help poor schools

Author Jonathan Kozol and U.S. Sen. Paul Wellstone argue that while educational reform must include holding schools accountable for the success of their students, even the hardest-working children and their teachers will not know success until the poorest schools are given the tools that affluent schools already have at their disposal.
