Governments are spending less on school construction, the Wall Street Journal reported. The Commerce Department says that over the past 12 months, governments spent 8.7 percent less on school construction projects and that, all said, capital spending on government projects, such as police stations, sagged 1 percent from a year earlier in February.  The decline would have been deeper if not for an 11.5 percent increase in spending for highway and street projects.
