Charter advocates hope to open 25 schools over 5 years in the Phoenix Union High School District

In Arizona, the charter school movement is expanding into the most impoverished area of Phoenix for the first time. The New York Times reports that the goal is to open 25 high-performing schools over five years within the 220 square miles of the Phoenix Union High School District. The district, in South and central Phoenix, has a largely poor, majority Latino student body.
